document-link and procurement policies and procedures

Background
Most reporting organisations have policies on how they procure their goods and services.
These are important documents for transparency as they help to explain why one organisation was awarded a contract rather than another, and for helping prospective contractors to understand how they can compete for contracts.

Problems
The <document-link> category codelist (http://iatistandard.org/codelists/document_category) does not include an option for procurement procedures (at the organisation level)

Proposal
Add a new category code for procurement policies and procedures at the organisation level
