Proposal: Allow reporting in multiple languages in distinct fields for Policy/Thematic Markers

CIDA has requested that the Policy/Thematic Markers name allow reporting in multiple languages. 

Currently, CIDA publishes the DAC Policy Markers used within CIDA. We wish to also report the CIDA-specific policy markers using the "name" field only (as opposed to the "code" field), since CIDA markers do not reference a common vocabulary that has a "code" for each marker.

However, CIDA is legally required to publish in both French and English. The only way to respect our legal obligations with the current standard would be to concatenate the French and English words in the "name" field. This would make the data much more difficult, if not impossible, to use; therefore we have decided to delay publication until the standard is modified.

To solve this problem, the "name" field must have its own "language" tag to identify the language of the content, and should have a 1..n relation with the parent to be able to report using multiple languages. This would make the Policy/Thematic Markers field similar to other fields in the IATI standard that allow multiple languages.

    This proposal has been submitted after the cut of date for the 1.03 update process, so I'm bumping it back into the the Modifications, Additions, Improvements forum.

    I find this proposal hard to follow (but that's just me). I think examples of what you would like to do, and how you would be forced to do things currently would help to clarify.

    David, we'd like to clarify that this request was not submitted after the cut-off date for the 1.03 update process.  It was submitted to the TAG (along with other changes such as adding Fiduciary to the type of conditions) in early January. We did not see it in the list, nor heard from the TAG why it had not been included, so I re-submitted it here last week to make sure it would not be forgotted. We were still in the consultation phase about what is included or left out of the list, so it's unclear why it would not be considered.

    I have asked colleagues to provide examples to better explain what we need to do in this field to comply with Canadian legislation. More to follow soon.

    Improvements to reporting in multiple languages are being worked on in version 2,01 of the IATI standard.

    As such I shall move this post to the 2.01 upgrade forums.

    Yohanna - it would be good if you can see if the proposed changes in 2.01 meet your needs in regards to this proposal.

    In 2.01 language-specific code descriptions are removed for DAC policy markers and a multi-lingual narrative is included for other vocabularies, so this topic no longer applies.
