Non-flow data

Article for discussion

Within CRS++ there are four non-flow items:

 

1    GNI: Gross National Income
2    ODA % GNI
3    Total flows % GNI
4    Population

To cover these within IATI, and hence facilitate IATI > CRS++ conversion it may be useful to include these in the IATI Organisation Standard, as new elements (potentially)

 

Please add comments/ideas

    As this proposal covers, in part, a codelist change, I am moving this into the 1.05 forum for consideration as part of that upgrade.

    This is important, but will involve a change to the organisation schema. Not possible in 1.05

    Since this is very CRS++ / DAC specific and only relevant for the bilateral donors, should not this be part of the CRS-add element: iati-activities/iati-activity/crs-add?

    I think we need to include this but would prefer to see it in the Organisation standard as, although it is reported through CRS++, it is not activity-related data and shouldn't therefore be included in the Activity Standard.

    The DAC does treat these items as 'activities', but I agree that these items are not activities and should not be in the activity file. When including them in the organisation file, would that be under an crs-add element to indicate that this is CRS++ specific?

    This proposal has been discussed amongst the IATI Technical Team following the end of the initial suggestion phase of the v2.02 upgrade.

    The IATI Technical Team support this proposal and suggest that this belongs in the organisation standard by country, as it is not activity level data.  We suggest adding a complex element to the organisation standard, with the following nested elements:

    1. GNI: Gross National Income
    2. ODA % GNI
    3. Total flows % GNI
    4. Population

    We suggest adding guidance to state that these elements should be included by government publishers only.

    Further updates on work towards the practical implementation of this proposal into the version 2.02 of the IATI standard will be posted as part of this thread.

    Can someone explain how this would work, maybe with an example?

    Is this just for the donor country stats?

    Does there need to be a year indicator?

    The non-flows are reported by year. They are only donor country stats. The distinction between the different non-flows is made by the 'type of finance'.

    • Add elements to the organisation standard:

      • DAC-Add: iati-organisations/iati-organisation/dac-add

      • Non Flow Items: iati-organisations/iati-organisation/dac-add/non-flow-items

    • Add attributes to the organisation standard:

      • GNI: iati-organisations/iati-organisation/dac-add/non-flow-items/@gni

      • ODA % GNI: iati-organisations/iati-organisation/dac-add/non-flow-items/@oda-pc-gnu

      • Total flows % GNI: iati-organisations/iati-organisation/dac-add/non-flow-items/@totalflows-pc-gni

      • Population: iati-organisations/iati-organisation/dac-add/non-flow-items/@population

    • Example usage

    • Add definitions:

      • DAC Add: ‘Non-flow items that are reported in CRS++ which refer to a donor's country, not to a particular activity’

      • Non Flow Items: ‘Statistics relating to the country of the reporting organisation’

      • GNI: ‘Gross National Income’

      • ODA % GNI: ‘Official Development Assistance as a percentage of Gross National Income’

      • Total flows % GNI: ‘Total official development flows as a percentage of Gross National Income’

      • Population: ‘Total population of donor country’

    • Add guidance for this new element

      • ‘This element should only be used by donor governments.’

    This doesn't make sense unless you tag it to a calendar year. I think you need some way of indicating the year.

    ...and as I said yesterday, this information is usually not confirmed until well into the following calendar year. I'll find out from our ODA team what those timescales are and post them here.

    I totally agree with John Adams, that it is essential to have a way to identify a specific period for the population and GNI. 

    However,  with regards to the other items of this element, we have to remember that IATI is meant to publish raw data, not calculations, and that, as mentioned in the comment above, the information is only available after the end of the year.  It’s true that the CRS format allows for such reporting, but if the information is not reported, the OECD-DAC can derive the information based on the raw data.  Therefore, we would suggest IATI to avoid publishing calculated elements and let data users make the calculation.

    In light of the above comments, this proposal has been discussed amongst the IATI Technical Team and it is now our intention to remove this proposal from the version 2.02 upgrade of the standard.

    This is because the publication of statistical fields such as GNI will require further thought in order to be consistent with IATIs endeavour to publish raw information.

    The formal proposal and proposed v2.02 summary table spreadsheet have both been updated in this regard.
