IATI Org standard for UN System Reporting

Bringing back the idea which was discussed in 2014 TAG meeting to use IATI Org standard for UN system Reporting. The suggestion was to use IATI standard for Chief Executive Board (CEB) reporting at highest UN organization level.

    Thanks for raising this, Riza. This is an important suggestion which will greatly help UN organisations implement IATI and become more transparent.

    If we are going to take this forward we will need help from UN folks. The issues raised at the TAG last year were:

    5 new organisation level elements
    • Annual expense
    • Annual budget
    • Annual working capital
    • Annual revenue by funding
    • Annual assessed revenue
     
    5 new flow types
    • Humanitarian assistance
    • Peacekeeping operations 
    • Technical cooperation
    • Normative, treaty-related and knowledge creation activities
    • Other flows
    1 new code: ‘funding type’ – to capture where the source funds come from.Funding types are e.g.
    • assessed contributions
    • Voluntary contribution
    • In kind donations
    • Multi-donor trust funds

    Adding the elements and a funding type would, in my view be fairly straight forward and could be used by all organisations. Adding flow types will need a bit of thinking to ensure that there is no confusion with the existing use of "flow type" which is derived from the OECD DAC Creditor Reporting System

    This proposal has been discussed amongst the IATI Technical Team following the end of the initial suggestion phase of the v2.02 upgrade.

    The IATI Technical Team do not consider this to be a priority at this time.  We are awaiting further input from the UN, and this will be needed for it to be taken forward.  If nothing is received by 7th October, we will not be able to consider this as part of this upgrade.

    Following are the definitions of the suggested new flow types;

    Humanitarian Assistance : Humanitarian Assistance is defined as the assistance provided by the UN system for humanitarian purposes, typically in response to natural or man-made disasters, and with a short term focus.

    Peacekeeping Operations : Given the size and unique mandate of DPKO, all expenditures of this unit should be reported separately. If any agency has expenditures which relate specifically to a peacekeeping mission, they should also be reported here.

    Technical Cooperation : Technical Assistance reflects expenses, usually by Specialized Agencies, which may be undertaken at country level but are not defined as development assistance. For example, organizations undertake training, project management and other technical activities which cannot be directly linked to a development plan.

    Normative, Treaty-related and Knowledge creation activities Most Specialized agencies establish international or sector policies and technical standards (i.e. normative behavior) which may or may not be mandatory or binding on Governments / Member States. Some agencies have responsibilities which they must perform under international Treaties. In addition, in establishing global “norms”, agencies undertake a wide range of policy setting and research with the goal of enhancing, creating or managing “knowledge”

    The idea was to report the above with specific types instead of reporting as other official flows or other flows as in OECD DAC codelist.

    Many thanks Abdul for posting these extra definitions. This proposal has been discussed amongst the IATI Technical Team and we can see the value that this addition would add.  However, having explored it more carefully in the context of the definitions provided, we will need to gather expert advice to ensure this is integrated into the standard in the most appropriate way.

    In our assessment, we will not be able to process this in the remaining time allocated for this upgrade but it is a proposal that we would encourage further discussion on as a candidate for inclusion within the next upgrade process.
