Background
Most reporting organisations have publicly-accessible websites where prospective contractors can see tenders for projects that they could compete for.
These are important documents for transparency as they help to explain the grounds on which individual projects are awarded to some contractors rather than others.

Problems
The <document-link> category codelist (http://iatistandard.org/codelists/document_category) does not include an option for tenders (at the activity level). There is only "A06 - summary information about contract", rather than the tender itself.

Add a new category code for tender documents at the activity level
