Background
Most reporting organisations have policies on how they procure their goods and services.
These are important documents for transparency as they help to explain why one organisation was awarded a contract rather than another, and for helping prospective contractors to understand how they can compete for contracts.
Problems
The <document-link> category codelist (http://iatistandard.org/codelists/document_category) does not include an option for procurement procedures (at the organisation level)
