A publisher wanted to use a country code for Kosovo but there is currently not one on the country codelist. Is it possible for the Standard to include a 'non-embeded' or external codelist of countries that are generally recognised but have not been added to the ISO country list?

Rolf Kleef The ISO-3166 country list offers room for user-defined countries (code QM..QZ, XA..XZ, ZZ). For instance: several institutions use XK for Kosovo.
The IATI country list doesn't explicitly mention the ISO country list, except in the "non-embedded codelist" XML file related to the "single source of truth": http://www.iso.org/iso/home/standards/country_codes.htm
So perhaps a clearer reference to the ISO-3166-1 country list can solve this?

Ben Webb Just a note that the current dev website, which will go live with 1.04, does mention that URL - http://dev.iatistandard.org/codelists/Country/
Also, whilst it's now clearer that the list is derived from the ISO list, it's not clear who is the "user" who should be defining user-defined countries - is it the publisher, or is it IATI. On the one hand individual publishers could choose their own user defined codes. On the other hand, it might be useful for IATI to be in charge of ensuring that the usage of user defined codes is consistent between publishers (to make life easier for data users).
On a side note, IATI already defines one user-defined code - XM to mean multilateral in http://dev.iatistandard.org/codelists/OrganisationRegistrationAgency/
