Proposal for UA-EDR (Ukraine) (via OCDS)

There is Codelist maintained at http://iatistandard.org/codelists/OrganisationRegistrationAgency/ and there is no code for any Registration Agency that operated in Ukraine. There are at least 2 of them that I know of, but I need only one registered there at the moment.

The OCDS support page (http://ocds.open-contracting.org/standard/r/1__0__RC/en/standard/support/) lists this maillist as only suitable support option, hence you are getting this e-mail.

We'd need followign entry registered in IATI Organization Registration Agency (http://iatistandard.org/codelists/OrganisationRegistrationAgency/) codelist:
Code: UA-EDR (more widely used transliterated Ukrainian abbreviation of registry name) or UA-USR (if using English name of the registry)
Name: United State Register
Description:
Category: UA
URL: http://irc.gov.ua/ua/Poshuk-v-YeDR.html (Ukrainian), http://irc.gov.ua/en/Poshuk-v-YeDR.html (English)
Public Database?: Yes

    It might be useful to decide on whether to use UA-USR or UA-EDR.  Of course, it would be feasible to create both codes, but more practical to initiate with one.  @Myrolslav - please could you clarify?

    It depends upon the tactics that is usually used. If agencies are named according their abbreviation in English, then UA-USR should be chosen. However if national spelling is allowed, I'd recommend using UA-EDR - since it is abbreviation that is used in Ukrainem and is understood without any lookup in the codelist.

    Please note the 'name' is different to that given above - should the name also reflect whatever EDR stands for (i.e. we have gone with the Ukranian identifier, but stuck with the English name?)

    Can you please approve or reject (with amendments) the pull request?

    I'd rely here upon the practice applied to agency names that abbreviate differently in national language than in English. Are there any on the list that have such difference?

    If following Agency Name in English in the code is not strictly necessary, UA-EDR is preferable, since it won't need any explanation for locals.
