"UKPRN is listed as an organisation registry agency but their
information is incomplete for some educational establishments in
England and Wales. I propose adding Edubase for England and Wales with
a prefix of GB-EDU.

"Edubase is provided by the Department of Education and provides a URN
for each school, university and other educational establishment in
England and Wales: http://www.education.gov.uk/edubase/home.xhtml."
