Allow percentages to be specified as decimals

Currently percentages are not allowed to be specified as decimals, only integers.

Users have reported that this does sometimes make it hard for percentages to 'add up to 100' and to specify small percentages such as 0.4%.

We don't see any problems in changing this to allow for decimals to be used. We are interested to hear your views on what this change would mean and how you would like to see it implemented.

    It is proposed that the format for all financial values and percentages is changed from Integer to Decimal.
