Some clarification is needed around the deployment of this, and whether it is needed in both elements.  It can be considered that using it in iati-activity may be useful if users work with individual activities (as in the case of the datastore) but this needs more thought,  In theory - one could publish a file to 1.01, yet have activities (and one assumes data) that are pegged against later versions.
