Activity Status “Suspended”

Would it be possible to have a new Activity Status “Suspended” added to the codelists? http://iatistandard.org/codelists/activity_status/

On occasion donors will suspend aid, particularly budget support, to certain governments. This might be a useful addition to the codelist.

Any thoughts?

    This is an appropriate request for consideration in version 1.05 of the standard, so it has been moved into the appropriate forum.

    I am happy with this proposal PROVIDED THAT proper guidance both on its usage and calculations of "currentness" are prepared.

    Users of data often need to filter their selections to cover only current activities. This is EITHER done through inspecting activity dates OR the activity status.

    Is a suspended activity still in the current portfolio?

    Would a suspended activity not be the same as an activity with the status 'implementing' for which the planned disbursements and budgets for the (planned) suspension period are zero? This would be enough indication that an activity is still in portfolio, but that no finanacial activity is planned for some time. It would reflect the real life situation of a freeze of e.g. budget support and make an additional status superfluous, keeping the IATI standard as simple as possible.

    The status would allow organisations to quickly flag that an activity had been suspended, it might take some time to filter through reprofiled budgets.

    So is a 'suspended' activity current or not?

    I think it is still current, in that it has not been cancelled or completed. It could be started again at a moment's notice (by a political decision).

    IATI Tech Team is happy for this to be included. There is, however, a need for new clear user guidance on:

    • how to determine what is a current activity
    • the omission of forward-looking budgets for suspended activities

    Guidance should explain that the default behaviour of changing the status of an activity (without making any other change relating to this 'suspension') will be:

    • Current Activities 
      • Users searching for current activities using activity-status=2 (Implementation) will NOT find this activity. 
    • Forward Looking Budgets
      • Users analysing forward looking budgets will continue to see budgets for this activity included.

    In my opinion this is acceptable.

    Added to guidance:

    • ActivityStatus code 6 indicates a temporary suspension of an activity. In this state an activity is assumed not to be current, but future, forward-looking budgets are still assumed to be applicable.

    All existing 'names' on this codelist have a French translation. We are missing a translation for 'Suspended'.

    Can anyone supply a translation please?

    I have received a suggestion of 'En attente' as an option for the French translation of 'Suspended'. 

    What do people think?

    We've been advised to use 'Suspendu'
