document-link and country strategy papers

Background
Country strategy papers are provided in the Organisation file as a <document-link> with the category code "B03"

Problems
The Standard does not provide a way to say which country (or in some cases, region) the country strategy paper applies to.
The only way to find out is to manually look through all country strategy papers and see what they apply to.

Proposal
Add the possibility to use the <recipient-country> and <recipient-region> elements within the <document-link> element to define the scope of the documents.

    We think this might have quite far reaching effects for publishers, so recommend it gets looked at for an integer upgrade, so this is not being put forward to the first decimal upgrade process.

    I'd like to re-propose this for the 1.03 upgrade. Implications for publishers could be discussed as part of the consultation process.

    Deferred to 1.04

    We have decided to concentrate on the activity standard alone in this upgrade, as there is a lot to be done there. Therefore changes to the Organisation Standard will be held off until the 1.04 upgrade. So this issue is deferred.

    Unfortunately, we have decided to bump this issue to 1.05. We think it still has merit, but:

    • most of the ground work needed has not yet been done,
    • we are not aware of a huge demand for this
    • there are other priorities for this upgrade.

    We appreciate that this issue has been hanging around for a while, and that we do see merit in it. It would help this issue if more people could lend some weight to it, and if implications for publishers discussion were held.

    Re-propose for both the 2.01 integer upgrade and for the 1.05 decimal upgrade.

    This is particularly problematic for organisations that do not publish in English: country strategy papers can only be found for a particular country by looking for a text string within the title of the country strategy paper. If the title is in an unexpected language, then the relevant strategy paper may not be found.

    It really seems like a significant bug that needs to be fixed. Some options were proposed in the original post (above); other options can be debated as part of the integer upgrade process.

    This would also be useful for codes B07 (country audit report) and B10 (country evaluation).
