Background
The organisation budget element allows publishers to state the country that the budget applies to, but it’s not possible to add any other detail about the budget.
The organisation budget element also does not allow publishers to state how tentative their budget is - only the amount submitted to parliament.
In some countries the amount submitted to parliament and the amount agreed by parliament are sometimes radically different, particularly in the U.S.
It’s important to capture both the amount that is finally agreed as well as the amount that is being considered, and it helps other donors decide which countries or sectors they should allocate their aid to if they are aware of other donors’ plans.
Problems
Organisation budget does not have a way to state the sector of the budget, if the budget is sectoral. It might be allocated both to a particular country and to a particular sector (e.g. the European Commission operates in this way).
Proposal
Allow the use of the activity standard element <sector> within the organisation budget elements.

Bill Anderson This proposal does have merit, but the XML structure of this requires further investigation, so this will not be part of the first decimal upgrade.

Mark Brough Re-propose this: permit the use of recipient-country, recipient-region and sector within all budget elements at the organisation level.
I think the XML structure should be quite straightforward, but it should be discussed during the consultation period.

David Carpenter Deferred to 1.04
We have decided to concentrate on the activity standard alone in this upgrade, as there is a lot to be done there. Therefore changes to the Organisation Standard will be held off until the 1.04 upgrade. So this issue is deferred.

David Carpenter Bumping this to 1.05 as well. Although it still has merit, we feel we have other priorities to meet, especially around the location elements of the standard, so this is to be deferred.

Mark Brough Re-propose for both the 2.01 integer upgrade and for the 1.05 decimal upgrade.
This is particularly problematic for organisations that do not allocate by country, but that do allocate by sector. At the moment, that (interesting and useful) information cannot be captured in the Schema. Many organisations allocate in this way - e.g., the Gates Foundation, and - I think - the European Commission (depending on the stage of the budget).

Herman van Loon I am a bit doubtful about this proposed chance. There are many different dimensions by which a budget can be structured (country, sector, channel, benificary group, etc.). The list is endless and donor/organisation specific. What would be interesting is to allow publishers in their IATI organisations file, to refer to their own budget identifier (the reporting organisation budget identifier). This would enable linking the IATI data to the open budget data of the organisation, without making the IATI standard much more more eleborate and complex.
