CIDA has requested that the Policy/Thematic Markers name allow reporting in multiple languages.
Currently, CIDA publishes the DAC Policy Markers used within CIDA. We wish to also report the CIDA-specific policy markers using the "name" field only (as opposed to the "code" field), since CIDA markers do not reference a common vocabulary that has a "code" for each marker.
However, CIDA is legally required to publish in both French and English. The only way to respect our legal obligations with the current standard would be to concatenate the French and English words in the "name" field. This would make the data much more difficult, if not impossible, to use; therefore we have decided to delay publication until the standard is modified.
To solve this problem, the "name" field must have its own "language" tag to identify the language of the content, and should have a 1..n relation with the parent to be able to report using multiple languages. This would make the Policy/Thematic Markers field similar to other fields in the IATI standard that allow multiple languages.
