A recent discussion around secondary reporting raised the issue of whether Secondary Reporters should be able to indicate if activities that they are reporting are also already being reported by the source owner (or elsewhere). This would therefore help in preventing issues of double counting. Therefore it was suggested that an attribute could be added (perhaps to reporting-org) so that the secondary reporter could include this additional information
Add Attribute For Secondary Reporters To Indicate If Activities Already Reported

Herman van Loon Double counting is unavoidable when you are reporting activities for which you are not the owner. Would not it be better to only report the activities for which you the owner? It would also avoid questions about the accountability for the data quality of the reported data. Making use of the proposed attribute would in my opinion be complex in practice when using datasets from multiple sources.
