Add Attribute For Secondary Reporters To Indicate If Activities Already Reported

A recent discussion around secondary reporting raised the issue of whether Secondary Reporters should be able to indicate if activities that they are reporting are also already being reported by the source owner (or elsewhere). This would therefore help in preventing issues of double counting. Therefore it was suggested that an attribute could be added (perhaps to reporting-org) so that the secondary reporter could include this additional information

Double counting is unavoidable when you are reporting activities for which you are not the owner. Would not it be better to only report the activities for which you the owner? It would also avoid questions about the accountability for the data quality of the reported data. Making use of the proposed attribute would in my opinion be complex in practice when using datasets from multiple sources.

This proposal has been discussed amongst the IATI Technical Team following the end of the initial suggestion phase of the v2.02 upgrade.

The IATI Technical Team do not consider this to be a priority at this time, although we invite further discussion and encourage others who support this proposal to post accordingly before 7th October when a final decision on inclusion within v2.02 will be made.
