I'm rather new to IATI, but it seems to me that data published in IATI is answering the question 'where does the money go to? One way to answer this question is of course to indicate the sector and country/location of the aid activity, but in the end aid is about the type and number of beneficiaries served. Could and should it, therefore, not be part of the standard to have a universal codelist for beneficiary categories (e.g. 1: children, 3: internally displaced people, 7: people living with HIV/AIDS) and target group categories (e.g. 1: Community-based Organizations, 3: Educational institutes, etc.)?

The number of people served can be covered by outputs using the results element.
Personally I am not in favour of a new beneficiary type element for two reasons. Firstly because, although not perfect, this can in most instances be described using sectors. Secondly because such an entity would require expert curation which goes beyond our remit (we are a reporting standard, not a development effectiveness standard). If there is such a categorisation in common usage we should definitely consider it.

IATI Tech Team This proposal has been discussed amongst the IATI Technical Team following the end of the initial suggestion phase of the v2.02 upgrade.
The IATI Technical Team does not support implementation of this proposal at this time. We suggest that this is well served by the sector element, where the a number of 'vocabularies' can be entered - for example, a value from the DAC 5 digit sector codelist.
However, and as suggested above, further discussion is welcomed if there is a codelist of beneficiary categories in widespread use elsewhere.

Rolf Kleef Also, there is a description type "target groups" that allows for a qualitative text. Cordaid uses it to present this on their website.
For use by yourself, you could add sector codes from a "Reporting Organisation" vocabulary (you can have two different vocabularies). This makes it possible to build your own visualisations.
And as Sarah mentioned: you could also use results if you have quantitative data.

IATI Tech Team This proposal has again been discussed amongst the IATI Technical Team. As this proposal appears to be well covered by the existing sector element - which includes an option to use a sector vocabulary defined by a reporting organisation itself (as noted by Rolf) - this proposal will not be taken forward as part of the version 2.02 upgrade of the IATI Standard.
