Version 2.01 - Iteration 2 - 6. Improvements to the Organisation Standard

This is part of the formal proposal that makes up the second iteration of the Version 2.01 Upgrade process.

Add recipient-country to document-link

  • In order for organisation-level documents to be classified by country it is proposed to:
    • Create a document-link/recipient-country element
    • To inherit properties from iati-activity/recipient-country
    • To allow multiple countries to be reported per document-link

Create budget-line element

  • A number of publishers have requested the facility to add granularity to organisation-level budgets.
  • It is therefore proposed to add a new complex element for use as a nested sub-element in reporting budget breakdowns within:
    • total-budget
    • recipient-org-budget
    • recipient-country-budget
  • To achieve this it is proposed to:
    • Create a budget-line element
    • Create budget-line/@ref as a reporting organisation reference for the budget line
    • Create budget-line/narrative for a description of the budget line (repeated for multiple languages)
    • Create budget-line/value inherited from the existing iati-activity/transaction/value element
  • Usage
    • budget-line should be used in addition to total-budget/value, recipient-org-budget/value and/or recipient-country-budget/value. NB that it does not replace the existing reporting guidelines

Replace iati-identifier with organisation

  • In the current organisation standard the iati-identifier element identifies an organisation whereas in the activity standard it identifies an activity. This is confusing.
  • We propose replacing the iati-identifier element with an organisation-identifier element.

Tightening up on version

[Added 26-08-2014. Discussion on versions has been taking place with regard to the Activities standard and was omitted from this section of the proposal in error. There is no disagreement that versioning rules should be applied consistently to both Organisation and Activity standards.]


Up until now the need for publishers to accurately report the version of the standard that they are using has not been of great importance as all current versions are backwardly compatible. With an integer upgrade this is not the case and it becomes critical for consumers of IATI data to know which version they are processing.  It is therefore proposed that:

    This would be a very useful extension of the standard. Would it be possible to extend this idea a liitele bit futher so dat the activities could be linked to the budgetlines? This would enable to have full budget transparency for all donor activities and publish it in IATI.

    Is there a case to introduce a Country standard to hold relevant information at a country level rather than piling everything into an organisation.xml file? For example at a minimum country budgets and country-specific documents could be published in a country file, as could country-level aggregate results.

    There has been some discussion with UNOCHA / HXL on the usefulness of a country standard. A topic for the next TAG?

    Could be useful, although not all budget information is country specific. I would not mind putting everything in the organisation file, as long as the context is clear. The size of the current organisation file is very modest. Good idea to discuss this in the next TAG.
