Both the budget and planned-disbursement elements contain indicative information that is subject to change. The standard does not expect an audit trail of these changes to be reported.

While the budget element handles this correctly by simply indicating (through budget/@type) whether the budget is original or revised, planned-disbursement currently requires a date on which the data was last updated (planned-disbursement/@updated)

To align the two elements it is proposed that

• planned-disbursement/@updated is deleted
• planned-disbursement/@type (using IATI codelist BudgetType) is added
